brief description of the operator's activities
KPN Group Belgium NV/SA is a 100% subsidiary of the Netherlands' Koninklijke KPN, one of the most important telecom operators on the European market, and has its headquarters in Brussels. Until 1 June 2009, KPN Group Belgium was called BASE NV/SA. The new legal denomination ‘KPN Group Belgium NV/SA’ enables us to reflect the company’s multi-brand strategy developed by BASE NV/SA the last years. All brands of BASE n.v./s.a. were integrated in one organisation. The name change allows us to further grow as a communications company aiming to be considered in the near future as the multi-brand factory in the Belgium communication landscape and helps us to support our partners even better in the future.
KPN Group Belgium keeps on investing in the optimization of its network. Through the implementation of modern extended GSM technology both indoor and outdoor coverage was improved. Today nearly 100% of the Belgian population has coverage with the KPN Group Belgium network. KPN Group Belgium is also implementing EDGE and UMTS. After reaching the regulatory target of 50% coverage in 2007, KPN Group Belgium’s focus has shifted to the launch of HSPA. In the first phase, KPN Group Belgium will rollout HSPA in the principal cities of Belgium. The first services on HSPA are expected to be launched towards the end of 2009. In the second phase, KPN Group Belgium will expand its HSPA network towards the intermediate cities. KPN Group Belgium confirms current UMTS investments in the network backbone are already operational to create capacity for the growing customer base.
KPN Group Belgium distributes its products and services via 54 BASE shops (BASE, Tele2, SudPresse mobile,…), 800 dealers, online (http://www.simyo.be/), ALLO telecom shops (BASE, Tele2). ALLO telecom has 61 points of sales with a high presence in the South of the country which will develop the business of KPN Group Belgium in Wallonia. ALLO telecom remains a separate entity and continues to act under its own brand.

All you need to have to use postpaid 0 is a mobile phone that is compatible with an e-GSM network and a SIM card from BASE.

Visit a BASE sales point and subscribe to postpaid 0. Your SIM card costs €15, but this amount will be deducted from your invoice.
You have a prepaid card from BASE?
Visit a BASE sales point and subscribe to postpaid 0. The balance of your BASE top-up card can be easily transferred to the postpaid 0 subscription. Of course you may keep your current mobile number free of charge.
You have a BASE monthly plan?
If you’ve subscribed to BASE for 24 months or more, you may subscribe to postpaid 0 at a BASE sales point. If this isn’t the case, just ask one of our sales personnel at your BASE-shop for further information.

Before you get started with postpaid 0, you need to prepare your mobile phone for use.
Make sure that you have your BASE SIM card and your mobile ready.
1. Insert your SIM card in your mobile phone. Instructions for doing this are normally marked clearly on your mobile. The SIM card contains a memory chip with all the information you need to make calls.
2. Turn on your mobile phone and check that the battery is sufficiently charged. If your mobile is new, you will first have to completely charge the battery.
3. Enter your four digit PIN number and press #. When you use your BASE SIM card for the first time, the PIN number is 1111.
4. We recommend that you change the standard PIN (1111) into a personal and secret code as soon as possible. Your PIN may not consist of 4 identical (3333) or consecutive (1234) numbers. That way you prevent unauthorized use of your mobile phone.
5. Change your PIN via the menu on your mobile phone or enter the following characters (make sure all characters are correct on screen): **04*old PIN*new PIN*new PIN again#
6. If your number has not yet been activated in a BASE point of sales, call 1999 for private individuals or 1940 for self-employed or employees of an SME for free. Keep the following details ready:
- your identity card
- your mobile number (starting with 04xx xxx xxx)
- your SIM card number (located on the letter sent with your SIM card)
- your imei number (located underneath your mobile phone's battery or enter *#06# on your mobile)
- your MNP number (if not yet activated)
7. Your mobile is now ready for use. You are connected to the BASE network and you can make and receive calls.

However, the Client acknowledges that a faultless operation of the KPN Group Belgium Services cannot be guaranteed at all times and nationwide, considering that 1) the KPN Group Belgium Network does not cover 100% of the Belgian territory and the Belgian population, and 2) the radio signals can be disturbed by external factors such as buildings, vegetation or the geographic relief, as well as by the mobile telephone used.
minimal duration of the contract and possible revocation
The postpaid 0 contract is a contract for an indefinite duration and therefore you can terminate it at anytime in your BASE-shop. Nevertheless, KPN Group Belgium reserves the right to cancel your subscription and any option that you may have (and therefore terminate your number) if you have not made a chargeable call during a 12-month period. In this case, you will automatically forfeit any remaining balance that is in your favor (relating to the purchase of your SIM card, an option, or any other credit, whatever it may be).

As a postpaid 0 customer, you’ll receive a monthly invoice, as far as you have used paying mobile phone services. If you don’t have to pay anything, you won’t receive an invoice neither. Either you will receive it by post, or you can request it online at www.BASEonline.be.

However, the Client acknowledges that a faultless operation of the KPN Group Belgium Services cannot be guaranteed at all times and nationwide, considering that 1) the KPN Group Belgium Network does not cover 100% of the Belgian territory and the Belgian population, and 2) the radio signals can be disturbed by external factors such as buildings, vegetation or the geographic relief, as well as by the mobile telephone used.
minimal duration of the contract and possible revocation
A postpaid 1 subscription has a minimum duration of 24 months.
If the Client unilaterally terminates the subscription before the expiry date of his agreement for a definite period of time, he must pay compensation equal to the subscription charges or the minimum call credit for the period remaining until the expiry date of the agreement. This provision is applicable only to subscription agreements for a definite period of which the maximum duration is fifteen (15) months or less. For Clients who have signed an agreement for a definite period longer than fifteen (15) months, this compensation is equal to the amount which the Client would have had to pay if the agreement were concluded for fifteen (15) months.

All you need to have to use prepaid is a mobile phone that is compatible with an e-GSM network and a SIM card from BASE.

Go to a BASE point of sales and join prepaid by buying a BASE SIM card of €15. You can use this €15 entirely as call value. You can keep your number free of charge and there are no activation costs.
Do you have a BASE tariff plan without invoice like BASE MANIA, e-SIM, BASE prepaid 1-2-3 or BASE Advantage Bundle for more than one month?
Text one of the following codes to 1914:
- CHANGE if you wish to become prepaid and take advantage of the free minutes to BASE 7d/7 with every top-up
- CHANGEWE if you wish to become prepaid take advantage of 700 free minutes to BASE weekends with every top-up starting from €10
Important: don’t forget to use your free minutes to BASE before switching to the prepaid tariff plan. Otherwise you will automatically lose the free minutes that haven’t been used. On the other hand, if you still have call credits left over during your top-up, you can have them transferred to your new prepaid tariff plan.

Before you get started with prepaid, you need to prepare your mobile phone for use.
Make sure that you have your BASE SIM card and your mobile ready.
- Insert your SIM card in your mobile phone. Instructions for doing this are normally marked clearly on your mobile. The SIM card contains a memory chip with all the information you need to make calls.
- Turn on your mobile phone and check that the battery is sufficiently charged. If your mobile is new, you will first have to completely charge the battery.
- Enter your four digit PIN number and press #. When you use your BASE SIM card for the first time, the PIN number is 1111.
- We recommend that you change the standard PIN (1111) into a personal and secret code as soon as possible. Your PIN may not consist of 4 identical (3333) or consecutive (1234) numbers. That way you prevent unauthorized use of your mobile phone.
- Change your PIN via the menu on your mobile phone or enter the following characters (make sure all characters are correct on screen): **04*old PIN*new PIN*new PIN again#
- If your number has not yet been activated in a BASE point of sales, call 1999 for private individuals or 1940 for self-employed or employees of an SME for free. Keep the following details ready:
- your identity card
- your mobile number (starting with 04xx xxx xxx)
- your SIM card number (located on the letter sent with your SIM card)
- your imei number (located underneath your mobile phone's battery or enter *#06# on your mobile)
- your MNP number (if not yet activated)
- Your mobile is now ready for use. You are connected to the BASE network and you can make and receive calls.
- If you use an older device from before 2001, please consult the manual or contact the manufacturer to check whether the device is compatible with our e-GSM network.

KPN Group Belgium undertakes to employ all reasonable means to ensure the safety and security of the KPN Group Belgium Network and the correct operation of the KPN Group Belgium Services. However, the Client acknowledges that a faultless operation of the KPN Group Belgium Services cannot be guaranteed at all times and nationwide, considering that 1) the KPN Group Belgium Network does not cover 100% of the Belgian territory and the Belgian population, and 2) the radio signals can be disturbed by external factors such as buildings, vegetation or the geographic relief, as well as by the mobile telephone used.
minimal duration of the contract and possible revocation
In case the Client has purchased call credit, and unless otherwise stated in the Specific Conditions, the Client (i) accepts that the number is lost permanently if the call credit on the SIM card has been zero (0) during more than six (6) months and (ii) that the prepaid call credit remains valid for a period of a maximum of twelve (12) months following the purchase of the call credit (first purchase or reload). After this period the unused prepaid call credit will expire. Under no circumstance will any modification of these conditions as laid down by KPN Group Belgium (including but not limited to a modification of the applicable rates) affect the Client's rights with regard to any call credit purchased beforehand. Any BASE call credit purchased before the new conditions take effect remains subject to the conditions in effect at the moment of purchase. Any BASE call credit purchased before the new conditions take effect remains subject to the earlier conditions until the first top-up following the date on which the new conditions take effect. The Client is deemed to have accepted these Specific Conditions by his purchase of new call credit.
